When did Every Child Matters "start"?

I know that it was in response to the tragic death of Victoria Climbie, but I have heard somewhere the ECM planning/ discussion/ preparation actually started BEFORE Victoria died. Does anyone in the know have any idea?

I haven't heard that... I was also under the impression that it was borne out of the Victoria Climbie enquiry and Lord Laming's review. Sorry, that's probably not much help!
