bad keeper?

just made my 1st post about getting some chooks myself, but i need another question answered.
someone i know has 2 chickens, who are kept in, what i think, are rubbish conditions,
who is best to contact about their safety? rspca? or is there another 'team' that would have better advice?

Unfortunately the RSPCA are unlikely to do anything, so long as they have food, water and some kind of shelter. It's appalling, but they just don't care. (Think battery farms. Angry)

.....there's no one else who will do anything. When one of my rabbits was stolen (a seriously ill bun) the police just laughed at me, and said they wouldn't/couldn't do anything, and that I should contact the RSPCA...who were even less help.

i think the only thing you can do is talk to the owner perhaps? maybe you could slip in that you want some and see if they try to offload? Sad
