Changing number plate

Hello.
I have a number plate I need to put on my car.
My car obviously already has one.
My issue is I live in on a that has parking permits.
Hads anyone done this before?
What are the logistics?
Do I ask for a temporary parking permit from the council while I get my new number registered? Then, ask the council to re issue my parking permit with the new plate number while on temporary parking permit?

I know DVLA can issue this quite quickly. It's the parking permit that's the issue for me.
