Only allowed out of the house for 4 hours a week??!! WTF!!

I hope this is the right place to post this.

My Aunt (early 60's) has mental and physical disabilities. She is wholly dependent.

She lives in a care home that used to be under local authority control but has been taken over by a private enterprise(shall remain nameless).

My Mum (her NOK) has discovered that the staff have had their shift patterns cut and changed and the maximum time they are obliged to have two staff on duty to allow visits outside the house is 4 HOURS A WEEK.

This seems barbaric to me. People at HMP get more time than this out of their cells!!! My Aunt is very sociable and loves to go to the park or shops in her wheelchair. Because of her disabilities it can take up to an hour just to get out the door, so she will meet herself coming back.

My mum and I are furious and would appreciate any comments and if people feel this is unreasonable.

Have you tried speaking to charities that provide outreach workers? Maybe if they can assign someone to go with her on time out, the home would accept that as a possibility?
