can you take the support cushions out of a car seat? and how old?

my partner keeps telling me that the babus are old enough now so i have to take them out. they are both 4mths and when i do take cushions out the babys dont look as snug and they can move side to side. i dont think its very safe!

babies shouldn't move in their car seats, they need max support. don't listen to dp - he's a bloke!!
