So my LO is 4 and I'm looking to move him out of his joie spin seat and into a new one and use the spin for our 9 month old.

My 4 year old is 15kg and 98cm so I was looking at the joie elevate? So he can still use the 5 point harness until he's a bit heavier.

Or the joie I irvana, which he can use the harness until he's 105cm/22kg?

Does anyone have either of these seats and can give me the pros or cons?
Or any other seats to consider?

He is forward facing now and budget is approx £150

How close is 9mo to outgrowing their current seat? Honestly if you can keep them each in their current seats for another 6-9 months it would be better.

Your 4yo is only just at the cusp of being OK in a high back booster - as you recognise. Out of the Joie seats, I prefer i-Irvana to Elevate, but I think there are much better seats in this category.

However if you wait until he's closer to 18kg and 105cm, you'll have loads of choice of high back boosters and £150 will get you a really great one. You can even get a decent HBB for about £80.

These are the seats I'd recommend close to your budget in the category you're looking at, if you are keen to move him ASAP. I'd be happy with either of them.

Britax Advansafix 2 Z-Line (amazon exclusive) £159
Silver Cross Balance Essential i-size £159

Britax have a couple of others around the £180 mark, and Maxi Cosi have some good ones but they start at about £200.
