Seatbelt on DC 3.5's neck in new carseat - help!

Changed him up to a Group 2/3 toddler car seat and was surprised that it just used the seat belt. It's going across his neck rather than shoulder and we can't figure it out. He's over the age and weight recommendations and is pretty tall.
I've googled but can't figure it out. Please help!

Looking at the pics, the seatbelt position is controlled by the headrest height, so if the seatbelt is coming up too high so it's cutting across DCs neck have you lowered the headrest down to see if that helps?

Can the seatbelt be threaded through the red hole on the headrest?

yes I’ve checked the red hole on either side is to thread the seatbelt through
Google it you’ll see. Smyths have a short clear video showing just that

You could get one with a harness instead if you wanted to keep him in one. How much does he weigh and do you know height?
It does sound as though you need to make sure the belt is routed properly through the red guide and the headrest is at the right height.
