I have 7 lbs to reach my goal weight, I have lost 2 stone 7lbs.
But no matter what I do I can not shift the last bit of my weight.
I'm very active and do over 22000 steps a day, and exorcise nearly everyday.
I eat well and no more then 1200 calories.
I just don't know what else I can do, I'm at a loss (unfortunately not literally).

To me, it sounds like you are now cutting way too hard and your body has refused to lose weight, and instead has focussed on making energy effiencies that mean it can survive, at this weight, on 1200. You cannot punish your body into doing what you want - it will fight you.

7lbs is not a lot of weight, so I think you have some options:

  1. Live with it. Truly this is a valid option. 7lbs is neither here nor there and so the goal number is just a number.
  1. Increase your calories to eat at maintenance for few months (2 at minimum) to give your body chance to relax and feel confident that food is no longer scarce, so it can start to burn at a greater rate. Then look to introduce a small deficit to move the last 7lbs. There are psychological reasons why this might be a good idea - maintenance is hard and it gives you some practice at it. Losing weight stresses your body; this gives your body chance to recover and re-energise ready for the last little push.
  1. Bring your calories up to maintenance, minus 10% and hope that this provides enough recover for your body to stop thinking food is scarce and so allow you to lose again.

Personally, I'd opt for options 1 or 2, or a combo of both - e.g. stop where you are for a bit and then make a decosion about whether you wan tto lose more weight.
