Dangerous neighbours causing upset to the whole neighbourhood

Hi All,
I shall please need your advise on how to protect ourselves from abusive neighbours. Very recently a new family moved into our previously peaceful and quiet cul-de-sac. The family are council tenants as some family homes are still council owned here. They are extremelly loud, they don't talk, instead they shout all the time in the garden, but the worst of all is the MUSIC which they play on full volume, they keep speakers out in the garden and blast the music on a full volume to the misery of the entire neighbourhood. This is absolutely shocking and just unbearable as you cannot hear your own thoughts, you cannot even enjoy your day indoors with all windows shut. The noise gets to you really badly. The family comes across rather agressive (I can't say here who they really are), there's no way to approach them to have a polite conversation about their very disturbing behaviour in the garden.
Hence my question: can we make an anonymous complain to the council about the noise pollution and misery this single family inflicts on the entire cul-de-sac (we have managed to gather plenty of evidence)? We are genuinely scared of any repercussions from them as the result of us taking action against their antisocial behaviour. Also, will the anonymous complain come up in searches during a house sale??
I would be grateful for your thoughts.

Of course you can make an anonymous complaint. But what do you mean by you can't say who they are? Are they famous or something?

I don't mention who they are as I don't want to be accused of targeting any particular group of society.

Keep a diary of incidents and inform the council. Anonymously.

But it’s not discrimination to say what group they belong to.
