Dd being bullied by local child different schools

Dd is being bullied by a local child, by local I mean child that stays in the same block of flats as us. All the local children play in the communal garden together. 1 child has been bullying my dd for quite a while. they go to different schools so can't speak to the school for advice.

Tried speaking to the parents, nothing was done and I was told nothing would be done Confused.

What can I do?

Dd is feeling slightly excluded sometimes as the bully is the ring leader and all other kids are following and leaving dd out sometimes.

Dd is 9 and bully is 10.

I am not using the term bully lightly. This has been going on for a while now and I have witnessed it first hand.

I'm at my wits end I am 7 months pregnant and very hormonal.

I have done all the usual, stay away from said person etc, keeping dd busy etc

That’s such a difficult situation, especially since the parents won’t intervene. Can you go out in the garden with her? Maybe take a book or something just so you’re close enough to hopefully be a deterrent.

@Boringcookingquestion I tried this before but unfortunately me being there isn't enough to put the bully off and I tell dd to defend herself but she is no match for the other child. It's absolutely horrible.
