School headteachers child is bullying

Hi folks, so my son goes to a state school which is denominational (Catholic).
For over a year my son has been threatened with violence, physically hurt by being pushed over in class, called terrible names to include gay, transgender and a rapist!
I've tried to raise this as bullying at school. The head and her deputy are telling me "there is no bullying in this school" and " that is not bullying". Yes, I have asked for the bullying policy and yes it does meet the definition.
Now we have so had enough that we are applying for scholarship to independent school. The school refuses to write a support recommendation letter for my son.
What should I do? I'm thinking of going to a newspaper because the power imbalance is real and I can't fight this fight.
