Bullied by the school

Help! Our school is short staffed and when we had an issue, we were pretty much told to find another school. Problem is there are no other schools, local or state with any places!

Mmmm not a nice response. What was your complaint? Usually that sort of response would be given to Parents who had done a lot of complaining about situations that nothing could be done about.... So we need more information.

If it is a school rule or policy that you are complaining about, then you can ask the governors to consider changing the policy or the Head to change the school rule. But both of these can simply result in the school politely declining the request to change the policy or rule. If this isn't good enough for you then the only response would be to suggest you go to another school if you don't like it.
