Are schools obliged to respond to bullying incidents, regardless?

That's it really. Are they? or are they allowed to respond more leniently if they think it merits it or if they are requested to do so by the victim's family?

Ask for a copy of their bullying policy.

I have one, they give it out as part of their welcome pack. I needed to know if there was some law which obliged them to take specific actions under whatever circumstances, like a kind of tick box thing - 3 ticks and it's this action, 5 ticks and it's this etc.

Policies are just guidelines. They don't HAVE to be followed if there is a good reason not to - but they should have a good reason if they choose not to follow policy, as they may be called on to justify their actions.
