Do top ups before the milk comes in still affect supply?

Someone has just posted elsewhere that top-ups before your milk comes in are fine as there is no supply to affect. Is this right? It doesn't sound right to me but don't want to contradict if I'm wrong!

They will affect your supply as the baby won't be feeding as often as is needed to establish a supply. Its supply and demand, if theres not much demand there won't be much supply.
