when to move to cows milk?

Hi all
I have a toddler (2.5) and baby (14 mths). They both still have bottles of formula. the 2.5 old has a morning and night bottle, the baby perhaps three a day. I would like to get the older one to give up the bottle but it's hard because she sees the younger one have a bottle. Also I would like to get off the formula but don't know what age to do that.
Any advice?

they could both have cows milk now as it is fine from 1 year. Depending on how you feel about bottles both of them could also switch to cups for their milk. Dd was off bottles by 14 months and ds was off them by 10 1/2 months. You could do a stage at a time and switch the milk first and then sort out the cups.
