how am i supposed to reheat expressed milk and to what temp?

does it need to be boiled and cooled or just simply heated to room temp in a jug if hot water?

Doesn't need to be heated at all, MrsBish. If your baby takes it cold, and some are quite happy to, then save yourself a job

If you want to warm it, no boiling, but stand in a jug of hot water (the bottle, not you )

Depends. If you freeze bags, it's better if you don't put very hot water on it as the bags tend to split. I would run coolish water first and then as Tik suggests.
