I’m just wondering if anybody is able to help does this look like a possible tie?

It looks ever so slight and quite far back. I don’t know if you would cause any issues unless you are already experiencing some? E.g shallow/ poor latch on breast and dropping down to nipple even when you do manage to get a good latch. Or a clicking noise when sucking a bottle.
how was weight gain been?

if everything is fine and you aren’t facing any issues I think it’s fine, there is always some degree of attachment

Also it’s a really good sign that baby lift tongue to the roof of their mouth when you pull their chin down

A frenulum of part of normal anatomy, in some it is more visible than others. Nobody can judge on picture alone whether it constitutes a restrictive tongue tie. If you are having feeding problems when you need to see an infant feeding lead in your area who can do a full assessment of feeding and tongue function. I would start by contacting your health visitor.
