Low supply still on Day 9

DD2 is only 9 days old, ELCS went really well with minimal blood loss. Extracting colostrum was fine but since my milk has come in supply remains really low. There are very few let-downs (max once a day) and baby is really struggling to extract the milk from the breast. She gets so agitated that after 1h trying and swapping breasts several times I give in and give her some formula, initially only once a day but now we have to supplement almost every feed as she never seems to extract much. I have a hospital grade pump but even with that I get a maximum of 10ml between both breasts. She has a good latch, have already spoken to lactation consultants and midwife’s. No obvious tongue tie either, only small chance it could be a hidden one. Am also taking Fenugreek and eating lots of oats for breakfast. I am at the end of my wits, really thought this would be easier second time around, but it’s slowly starting to mentally really bring me down!
Has anyone experienced similar or has further tips on what I could do?
