9 month old increasing milk

Second baby, not looking to change anything, just wonder if anyone has experience fed similar.

Started weaning at 6 months did a bit of spoon feeding and finger foods and he seemed to take to it fairly well. He was on 4 bottles a day of 7oz each. Recently he has been quite groggy, I've tried a snack each time which he rejected so made up a bottle and he downed it. Seems like he has now increased to 5 or 6 bottles a day when I expected him to drop them. Food intake is much the same. He isn't particularly interested in breakfast never has been.

Anyone else got a baby that prefers milk over food?

Is he teething? I find my DD prefer milks over food when she’s teething or under the weather!
