8 weeks and mostly bottle fed since birth. However I still have milk as am expressing.

After a (bottle) feed he arranges himself so he’s lying sideways across my chest and bobs about at my nipple/elbow.

Is he trying to breastfeed?

Sounds like it. My baby used to do alot of head bobbing in the firstfew months of breastfeeding. Maybe he's still hungry?

I bottled fed from birth but my baby was doing this a lot - either she was still hungry or wanted to comfort suck. Try a dummy?

Sucking is for comfort as well as food.

It'll take a wee while for him to learn. If you want to bf, teach him. It's more difficult than bottle feeding so it might take a bit of effort for him but worth persevering.
