Trouble breastfeeding

Hi,
I’m a second time mum and breastfed my first baby up to one year. We had a nightmare at the start with tongue tie but managed to get through it. This time around my son has also had a tie snipped but so far it hasn’t improved. He had it done at 2 weeks and he’s now 7 weeks. It has grown back somewhat but he has improved movement and with Covid we’ve got no hope of getting it snipped again! The problem is every time I get him latched on properly he seems like he’s gagging on my breast and is trying to pull back. When I release my hand on the back of his neck slightly so he can be more comfortable he just goes back to his normal position which is a shallow latch. The other problem is when I let him bob around to get to my nipple I keep his chin low down in order for him to open his mouth wide to get my nipple in but he just try’s to latch onto beneath my nipple and starts sucking, giving me a hicky in the process! It is painful on one side but seems ok on the other. He has gone from 90th percentile down to the 75th so is obviously not getting what he needs. Please help with any suggestions as I’m desperate and determined to make breastfeeding work for him.
Thanks

So sorry that you haven't had any replies to this. Have you tried calling one of the BFing Helplines? Have you got the numbers?
