16 month old self feeding

Hi - my DD is my first so really not sure what she should be doing when in terms of feeding herself.

She's 16 months old and at the moment we're loading up a spoon and then leave it in the bowl for her to grab and feed herself. She's recently started trying to scoop food up with a spoon herself too.

Obviously things like yoghurt and porridge are easier but when she's having something like pasta what do we do? Let her have a spoon and let her pick up bits if she wants ...? Or start to introduce a fork now for things like that?

I'm guessing we don't want to be spoon feeding her ourselves at this age (but I don't really know, do you still spoon feed at this age?!) but is it ok for toddlers to just use their hands when they're still learning to use utensils?

One issue we have is that she enjoys throwing the spoon on the floor ...

Fine to use fingers although my kids liked the small child sized forks too
