11 week old not taking much milk

What is 'normal' for a nearly 12 week old bottle, formula fed baby to take at each feed?
My DD is taking 3-4oz at each feed, sometimes only 2oz. During the day she is so irregular going anywhere from 2-4 hours between feeds and the milk she does take is so unpredictable. She has started to cluster feed in the evenings up to 10pm/midnight feeding hourly and taking 2-3oz then screaming. Once she goes down at night she sleeps for long periods (5-6 hours), wakes for a feed but still only takes most of the time 3oz. She has on three occasions taken 5oz then screamed on and off for an hour going rigid so difficult holding her.
I have tried medium tears but she throws back her milk or coughs and splutters it up during her feed.

She was slightly premature - born 3 wks and 1 day early and is following between 2nd and 9th centile weighing 10lbs 4oz so not sure whether her weight has a bearing on how much she is likely to take.

We just seem to waste so much milk! We make her 5oz bottles in the anticipation that going 4-5 hours since her last feed she will take it. But this morning she only took 3oz, 5 hours after taking a 3oz feed at 2am and before that she only took 4oz at 8pm!

I may be worrying over nothing. I don't know! Oh and HV thinks she has a tongue tie if that is of any relevance. She clucks when she feeds from her bottle and milk pours out from the corner of her mouth on slow teats.
