Making up formula

Can I make up formula by measuring 2oz just boiled water, then mix it with 4 scoops powder, shake for 20 seconds, then pour in 2oz cold tap water to get it to the right temp? Presumably the boiled water would kill any bacteria. DD is 7 months and drinks tap water with meals. Am I missing something risky with this method?

Sounds alright in terms of bacteria killing. I wouldn't put the cold in straight from the tap though, because I've noticed our eight ounce bottles seem to contain nine ounces once the powder's been added and shaken. I'd measure out the cold first and then add it, so the quantities are definitely right.

Boiling water will kill some of the enzymes in the formula. Which is why you should allow it to cool to 70 degrees. That said it's all a bit of a balancing act and I was far less stringent with a slightly older baby like your dd than a newborn.
