A hat question

Hi, purely a curiosity and educating myself question ...

I was in a store the other day and there were two women wearing large white hats. For want of a better description they looked like large flat chefs hats, snug to the head around the brow and then a larger circular shape above that. Between there was a decorative frilled lace line.

Can someone enlighten me on what they were and if they have any special cultural significance? I googled but couldn't find any info. The closest thing I could find were Zulu hats but they weren't quite like that.
