Anyone with army process knowledge?

My friend recently died in a traffic collision and their family has been told the army are investigating. Would anyone have some insight into why this is happening? Both drivers in the accident died. Social media suggests the area is prone to accidents.

I'm sorry for the loss of yoyr friend. Perhaps the other driver was in the Military? Or was it near a Military base?
