17 month old pulling hair and faces

my dd is pulling hair and faces in excitement both adult and children, feel like ive tried everything. help please

my 7 month is doing the same, she loves kids and soon as she sees them she trys to pull their faces, and makes them cry!! there isnt really much you can do, only thing i try to do is keep her nails short so she dosnt injure anyone!its just their way of exploring they will probably grow out of it, well i hope so! x
