I have a 12wk old here with same thing, she's all muscusy, sicky and not sleeping for longer than 10-20 mins because she cant breath properly.

Have you tried sitting in a steamed up bathroom for about 20 mins? It might help get some muscus up off the chest

have u also tried getting a nasal aspirator? its a little bulb shaped thing that you use to suck mucus out their noses, also a bowl of karvol in the room should help.

baby olbas oil on muslin near cot works. Also prop cot/crib up at head end with books so not lying flat where mucus will just collect in chest. Bowl of water in the room may also help.

also nose saline drops will help, u can pick them up at boots! just read u tried the nasal thing (decongestor) try everything above and a flannel with some drops of karvol or something similar on a warm radiator too
