2 year old who doesn't feel the cold

My 2 year old ds simply won't wear clothes! I just about get him dressed, but coats are out of the question, as are hats. It's so cold at the moment that I worry he's going to catch something. Do some children really not feel the cold or do their bodies tell them when they should wrap up? My 4.5 year old is quite similar but can be bribed.
Getting into his buggy is also a nightmare. Is this just the terrible 2s?

My 3 year old is exactly the same. She does wear a hat but the hat never comes of except in the bath, but top and thin jacket is all she will wear.

And she will be 4 in January. I put it down to being skimpy with the heating and just getting used to it, OTOH, her father works outside in winter in shorts, tshirt and a fleece so could be genetic.
