Having real problems with DD's (2 years 8 months) aggressive behaviour

This is not a new problem DD has been physically aggressive since she was 16 months - doing things like biting, pinching, pulling hair.... It goes in phases - sometimes its worse than others... But I am at my wits end with it.

I have spoken to the HV today and she has suggested timeout on a chair and lots of positive praise, but i have tried this and it doesn't make that much difference...

DD doesn't really play with other children when we go to toddlers or we have friends children over - she is also very jealous of her 2 older DS's who are 6 and 7... I keep thinking it is somethingthat i am doing wrong and i wish i could just make her stop her agressive behaviour. I really shouted at her tonight and i feel like a shit Mother
