Eye-gouging 10-month old - what do I do?

My 10 month old absolutely loves other kids. Unfortunately she likes to show her affection by poking them in the face, especially the eyes.

I say 'NO!' in a firm voice and push her hand away when she touches anyone's face, including mine, but she just seems to see it as a game.

My DT's are 9 months and are always poking and gouging each other in the face. DD has her first teeth, so is always trying to 'eat' DS too. I do what you do nicone1-a firm 'no' and move them away from each other. They will often go straight back to do it again, but after another firm 'no',and moving them apart again, they normally stop. I am hoping that by consistantly doing this, they will both learn. Don't know what else would work tbh.
