DD (7) behaviour awfull...is it sibbling jelousy?

DD 7 and DS 3, her behaviour just seems to be getting worse.

She is a great kid bright and bubbly, but the downside she wont leave ds alone. when they play together she seems to act his age and does not understand that she is 7.Constantly telling him what to do adn grabbing toys off him.

Yesterday we went to Asda, ds in trolley, dd was not even in the door and want to jump and pull the trolley, it took me 3 times to tell her that it is not acceptable. She seems to think well other people are around and ill do what I want (tunnel vision).
Im at my wits end, I see other kids younger who dont behave like this. I can honestly take my ds anywhere but dd I dread it. The constant touching (things) and ignoring me when I tell her to stop.
It causing problems big time now as we feel we cannot go anywhere.
She is brilliant on her own and dont really have a problem and she loves her little brother to bits, I just dont get her.
We use naughty step and remove things, but nothing seemes to phase her.
