Sleeping bag or duvet for your 18mth old?

My DD2 seems to have become quite unsettled during the night, not crying but whinging sort of. She will generally settle if we say 'sleep darling' into the monitor but this can be all hours of the night. Mother in law said maybe it was to do with the sleeping bag restricting her as she is a bit of a wriggler.

What do you use for your 18 month old. Thought about using duvet but worried she will just fling it off and then wake up cold.
I don't think dd1 was that young when she switched to a duvet, more like over 2.

DS1 was just over 2 when we swapped froma sleeping bag to a duvet - when he went from his cot to his bed
