20 month old aggressive - any advice?

i was at the local library today with DS and then 15 mins later there were 3 toddlers (all girls - two of them had pigtails in). Within seconds, DS had pulled one of them really hard in the pigtails, so the little girl was screaming. so i was apologising on his behalf, as he obviously doesn't know he caused pain, they don't understand at this age. just as i was turning around (briefly spoke to one of the mums) he then had another of the girls by the pigtails and bashed her head into the bookshelf, so she was then screaming. On both occasions I told him off.

There was also a little boy a few months oldr than mine who was looking at a book and DS decided he wanted that one so just grabbed it off him. no matter what i said he just wouldn't listen to me. just wondering where we have went wrong. both DH and myself are quiet natured and doing go around bashing folk or speaking unkind to each other to warrant this kind of behaviour. when i got home i got a bit upset about it all, even though i know most of it is typical toddler behaviour. one of the mums asked if i spoke to the HV, which then made me think 'is there something wrong with DS afterall????'. all the mums laughed it off and said they can all be horrid to each other, but i still felt awful and apologised again on my way out.

any thoughts? or am i just being daft??

sorry no advice really but he is probably experminting. My dd is 18months and has just started to find it really really funny to bash people on the head with anything that makes a bang noise. So I am also looking for soultions.
