Is it too early to be teething?

My ds of 17 weeks has been really grizzly and cross for the last 3 days. Nothing can make him happy at the moment. He is dribbling a lot and gnawing away at his hands. He's not sleeping very well and won't go down for his naps in the day even though I can see he is tired. My Mum suggested he might be teething but surely he is a bit young? If it isn't teething what else could it be? He is normally quite good natured in the day.

I think teething at 17 weeks is fairly common. Mine we're all teething by then.

My nephew was born with a tooth so not too early.
