What's the deal with Tixylix?

DS is 14 months and has a hacking cough at night which is keeping him awake for hours. I tried to buy Tixylix today and the lady in Boots was adamant that he can't have it as he is under 2. The packet says that it is from 1 though. So I bought it anyway. Do any of you give it to under 2 year olds?

Think it recently changed that one of the ingredients is not licensed over the counter for under 2's like Medised. Cough medicines are notoriously useless anyway.
