over emotional 3 year old

my dd is a bright very verbal little girl. I have a 5 month old too and of course she is adjusting to life not being just about her. I think she is doing pretty well on the whole - but at times she gets really over the top emotionally about very small things. Today when I dropped her off at nursery her keyworker spoke to me about it and thinks it might be a good idea to have a meeting. An example of a tantrum is at parties - if the cake isn't brought out exactly when she wants it - she goes into sonic meltdown or at a dance class - when the teacher asked for the hoola hoops to be returned - one little boy just carried on - so my dd starts telling him off and got really upset. She does not seem to be able to be flexible at all. Anyone else got this type of situation? I try and get her to come and give me a cuddle before she gets overwrought but of course that isn't always possible.
