Low muscle development in babies and toddlers

What if a baby has low muscle development to be able to stand or crawl

My DS2 had (has) low muscle tone (Hypotonia). He took longer to meet physical milestones... didn't sit til over one, crawl til 18m and was over 2 before he walked. Still struggles with some gross and fine motor stuff but gets around ok :)
He had physiotherapy and orthopaedic boots and later splints to help.
