Teenager Issues

SD is 13 and has suspected autism. My husband and I are struggling with her behaviors. She is unable to follow basic instructions, takes no accountability for her continuous bad behavior and is overly affectionate with her 10 yr brother to the point that he almost can't stand being around her the majority of the time. We have had the same rules and boundaries in place for the 8 years that I've been in the children's lives but they have a very unstable home life with their bio mum so we have a hard time trying to undo the issues she causes whilst in her care when we only have them every other weekend.
Does anyone have any children on the spectrum that can help us with these issues. We would really appreciate some guidance.

Thank you so much for your assistance. We are desperate to find some support in order for us to be able to provide for SD in any way she needs. We have tried setting the standards of how we behave in our home. We expect all involved to treat each other with respect and we allow both children autonomy so we do really try to understand how she is feeling emotionally but a lot of the time we feel that SD is being manipulative and believes her feelings and thoughts are more important than those of anyone else.
