My dd1 is almost 3 and won't draw either. She used to before she was 2 but I think its been around a year at least since she last wanted to. Likes to colour, paint and glue, but even for the painting would prefer to paint something (I mean, like "colour in" or paint on a box) than paint a picture.

She's also hugely into imaginative play, to the exclusion of everything else really...

Why should she want to? DH doesn't draw now and he's 42. DS takes after him and we are the only family that never makes an appearance at the playgroup craft table, even though I sometimes run the crafts! I've given up asking him. He will do painting at home, or play with playdoh. But only if there is absolutely nothing else on offer. It's just hte way he is. Mind you, it'll be a culture shock for him when he arrives in reception and finds that he HAS to do some drawing.
