6 year old dictator

Out with friends of DP for a b'day celebration and the whole event was dominated by one child's appalling behaviour, which the parents did nothing to stop.

Examples include... continually jumping all over someone, who had clearly asked the child to stop. Neither parent intervened.

Jumping all over the seat/table and kicking people next to them.
blowing out the candles on a birthday cake that wasn't theirs.

Putting their hands all over the cake that other people were about to eat.

No special needs involved.
Just completely without boundaries. Is this acceptable behaviour from a 6 year old?

Everyone noticed but politely didn't comment.
Is it lazy parenting? Are they just overwhelmed?
My 3yr old doesn't behave this way.

Is this normal for a 6 year old?
I had to leave early.
I couldn't watch.

Please tell me honestly, am I expecting too much?
