1 year old tantrums

Hi, FTM with a 1 year old and due 2nd in 2 months time. My LO has been throwing tantrums generally over not being held, picked up. I try to get her to walk along with me but she wants to be held and has her hands up and stops walking. The moment mum, dad or any carer walks away she will throw a fit - screaming, lying on the floor, kicking legs, scratching arms. We can still be in view and she will carry on. I’ve looked this up and heard at this age you just ignore them until they stop but she goes on 15-20 minutes top of her lungs in a frenzy. Sometimes I try go to her level at a distance and tell her to come to me (she is a fairly confident walker) but seems to agitate her more. Eventually she does walk over to us or tantrum her way to us/ meet us half way and we give her a cuddle, but she’s then set off still screaming so only thing to calm her is giving her bottle with water.

looking for advise to see if anyone has experienced the same and this is developmental and will pass? Any tips on our approach? We are trying to keep it consistent and have told nursery and grandparents to do the same. She has always been a stubborn one, quite clingy and needy.
