My 13 year old DSD is extremely immature

I have name changed for this. My 13yo DSD is really immature and I have started to wonder if she has some additional needs. She speaks in a really babyish, high-pitched voice and even the language and sentence structure is more like that of an 8yo. She is very quiet and spends most of her time preferring to be on her phone. She seems very vacant at times, and unaware of what's going on around her. She asks a lot of questions about plans and often seems confused about what is going to happen and when. She is unable to use cutlery. I believe she's doing OK at school although she doesn't enjoy it and complains about having to go. On the other hand, she wants to spend a lot of time and money buying expensive and sophisticated skincare (which she doesn't need) and makeup, which she doesn't wear.

As she gets older and I get to know her more, she doesn't seem to mature in any way and behaviouur which seemed OK, although a little behind, at 10 is now seeming more behind at 13. I am concerned she will start to get bullied at school.

There's not a lot you can do unless her DPs are on board.
