10 years old behavior/screen time

What is the screen time of your 10 ish years? DS watches cartoons in the morning (he wakes up before me....) then he asks to play on phones or tables which I refuse on school days mornings. He is allowed tablet/computer which for 1 hr to 3 hrs depending on whether I am home or not (Dad would let him play all day if I'm not there! !!!).
I allow him 1 hour of playtime on tablet/computer on school days and 2 hrs during weekends. He used to like Lego, drawing, or boards/building games but he doesn't hear about them anymore.
The main issue is that I feel that screen time is affecting him as he is moody if not playing video games, not listen to I say or do what he has to do (e.g. taking his shower in the evening......). He feels resentful and angry towards me if he doesn't get his screen time as argue that his friends are allowed more time...
Setting great rules, boundaries and expectations are not working with him and I don't know what to try anymore. I also worry that he will soon be a teenager with even worse attitude...😭
Any ideas would be appreciated.

One thing I used to do around this age was at the start of the school holidays I would allow unlimited time in the daytime. After around 3 days DS would emerge bleary eyed and say something like "aren't we doing anything these holidays" and would then be happy to come off his screens and go out with me and DC2
