2.5yr old boy who shouts at strangers!!

My 2.5yr ds looks so angelic,lovely skin and cute brown curly hair...BUT when we r out and anyone talks to him or smiles at him,he pulls the most demonic face and shouts NO!! or makes a loud grunt sound!!Some lovely pensioners have been very shocked by the reaction of saying hello to a toddler!
Any advice on what to do?I'm beginning to hate taking him anywhere.

maybe he is scared of the strangers? does he speak well? perhaps he just doesnt know what to sya, cld you try saying "no silly, we say hello dont we" or something similar?
