Is it normal for a 3 year old to lie on the floor where ever she likes ?

My 3 year old daughter will just stop walking while out and lie on the floor. Wether it's in a crowded shop, along the pavement or in a field. When I ask her what she's doing she says I'm having a lie down. It can be really embarrasing, as she looks about 4.5. If I try to pick her up to put her in her pushchair she makes herself go floppy so I can't do it. Is this normal behaviour and what can I do about it ?
I'd be really greatfull for any sugestions.

My DS used to do it too. I think it's pretty normal.

Can't really think of any suggestions, DS usually got up if I walked on rather than giving him attention over it. They soon grow out of it too!

yes normal behaviour. 3yr olds can be v. embarrassing and irritating sometimes.

My 3 yr old DS does it sometimes, too. Really annoying! (He also looks about 5 yrs old!)
