20mo scared of the bath

So we have 20mo twin girls. They've always used Angel seats (bath seats) but they're getting way too big so we tried just a bath mat. Both cried, so we put the seats back in. The next few nights were fine. Then about 10 days ago we were washing their hair (a once weekly occurrence) and twin B got some water in her face - not the first time as they're rubbish at looking up when we're rinsing it. Since then, she will not get in the bath. It's like it's fire instead of water. Twin A has adjusted to the bath mat and loves it. Twin B hates it - we're now at their grandparents and she won't bath here either. Today my wife and I washed her hair in their 'wet room' just because it desperately needed it. What I've read suggests we need to take her fears seriously, so we're being patient. Has anyone ever tried anything that helped this problem along? Thanks!

Has one of you tried getting in the bath with them?

Oh that's a shame. Can one DT have a bath and the other have a wash and a hair wash once a week? I'd still mage bathtime fun for the one who is enjoying it.

My DC1 hated having their hair washed and we ended up buying something a bit like this.

Twin A is enjoying it just fine and having a bath nightly. Twin B won't even get in once a week! Hoping she'll just get over it soon
