13 month old sensitive-crying

Hi. My baby has always been sensitive to noises and cries when the hoover is on, when I dry my hair & when other children scream. I haven't really thought much about it but I took him to soft play today which I thought he'd enjoy and he cried the entire time. He did crawl around for maybe 1 minute but as soon as other children were screaming near him he would sob and cling onto me. He's fine with noises if i'm holding him and usually does love children if they're being quiet, but i'm a bit worried as I don't think it's "normal" development? I'm thinking of maybe putting him in nursery a few hours a week to see if it will help but then i'm scared he's just going to cry and be overwhelmed by the children/noises etc. Anyone been through this? Thanks.

How is he if you go to things like Playgroup? My DS was a bit sensitive but was much better if we arrived early and the room then filled up.
