2.5 year old aggressive behaviour

DS is 2.5 years old and we are at a really bad stage with behaviour, to the extent he's causing full family stress every day. He's hitting and pulling hair mostly, to both of us and his sister, even going for the dog too. I've tried telling him sternly 'No' and removing him/distracting him etc but he doesn't care and laughs/carries on. It's so hard not to lose it with him as he's just awful with us all 😩 going out and about is hard work but staying in with him all day is even harder. He's awful with other toddlers on play dates and will do it to them too. He goes to preschool 3 mornings a week and it's 50/50 whether he does it there, some sessions he does and others he's absolutely fine and doesn't do anything wrong at all. Has anyone had this sort of thing and it's passed with age & maturity? Or do I need to contact HV etc? I'd say it started at about 18 months.

Hey my 2.5 year old is violent towards us hitting, biting, throwing things when he doesn't get his way. Any improvement 6 months on?
