Toddler not talking

I have a 15 month old Toddler.

He hasn't started talking yet. He will babble lots and he understands words/commands and their meaning eg-

Clap your hands
Put your hands up
Cuddles etc

Is this a cause for concern or normal?

I filled a health visitor questionnaire when he turned a year and one of the questions was if he could say 4 or more words.

My DD wasn’t saying anything at 15 months. She didn’t start speaking until closer to 2 and then it was only a handful of words. She was talking in full sentences by 2.5.. she’s 3y7m and talks like a mini adult now.

If his understanding is good then I wouldn’t worry 😊

Yeah I think it will come with time, I feel he is so young.

I was quite shocked and disappointed when I saw the questionnaire I filled out at 1 year.
My Health visitor is good at causing unnecessary worry!
